Matthew D. Elshiaty is a Member of Kay Casto & Chaney PLLC and practices in the firm’s Morgantown office. He represents businesses, insurers, municipalities, public officials, and individuals in civil litigation and related advisory matters.

Mr. Elshiaty’s litigation practice includes trucking and motor-vehicle defect claims, product liability, construction defects, insurance disputes, commercial claims, and employment matters. He works with clients from the early investigation and assessment of risk through discovery, expert development, mediation, trial, and appeal, combining careful attention to technical evidence and causation with practical advice about cost, exposure, and resolution.

As counsel to West Virginia municipalities, Mr. Elshiaty advises on governance, contracts, procurement, employment, regulatory matters, and claims against public bodies and officials. He also represents clients in state and federal court, including civil-rights litigation involving municipal liability and immunity.
