MORGANTOWN, WV (September 1, 2026) — Kay Casto & Chaney PLLC is pleased to announce that Anna F. Ballard has joined the firm as an attorney in its Morgantown office. Ballard brings more than two decades of legal experience to the firm, with a practice focused primarily on civil litigation, labor and employment law, construction litigation, and general business litigation.

Kay, a Member of the firm’s Executive Committee. “Her extensive litigation experience, particularly in labor and employment matters, combined with her experience representing businesses from both outside and inside counsel perspectives, will be an excellent addition to our firm.”
Ballard has extensive experience representing employers in employment-related matters, including claims involving discrimination, wage and hour issues, retaliation, whistleblower claims, and other workplace disputes. She has represented clients before the Equal Employment Opportunity Commission, the West Virginia Human Rights Commission, and state and federal courts.
Her practice also encompasses general civil litigation, transportation litigation, nursing home matters, and construction law. During her career, she has developed particular experience defending and resolving significant construction claims.
Before entering private practice, Ballard served as senior corporate counsel for employment litigation at Gabe’s, where she counseled the company on employment-related matters and represented the organization before state human rights commissions and the EEOC.
Earlier in her career, Ballard served as a federal law clerk to the Honorable R. Clarke VanDervort, United States Magistrate Judge for the Southern District of West Virginia, and to Chief Judge Kenneth B. Kramer of the United States Court of Appeals for Veterans Claims.
Ballard earned her Juris Doctor degree with honors from the University of North Carolina School of Law at Chapel Hill in 2001, where she was a member of the Holderness Moot Court national team and served on the Executive Committee of the Holderness Moot Court Bench. She earned her Bachelor of Arts degree in Political Science from the University of Arkansas in 1998, graduating magna cum laude.
She is admitted to practice law in West Virginia, Virginia, and North Carolina, as well as before the United States District Courts for the Northern and Southern Districts of West Virginia and the United States Court of Appeals for the Fourth Circuit.
